Response to NIST Generative AI Public Working Group Request for Resources

On August 8th, 2023, The Future Society submitted a draft list of clauses to govern the development of general-purpose AI systems (GPAIS) to the U.S. NIST Generative AI Public Working Group.

The draft clauses were informed by multiple workshops and consultations conducted in 2022-2023 with technical staff and engineers from industry including frontier AI labs as well as independent experts. The goal was to develop recommendations for model design, development, and testing.

This list of recommended clauses is intended to inspire further research into best practices and to foster the development of advanced AI systems in a safe and trustworthy manner. The document is a working draft and feedback is welcome. Future versions may provide definitions for general-purpose AI and elaboration on the rationale and goals for each suggested clause.

Our response emphasized the need for scrutiny in the design and development of general-purpose AI systems (GPAIS). We encourage the implementation of third-party assessments and audits, contestability tools for impacted persons, and a horizontal regulatory approach toward GPAIS.

The draft AI Act approved by the European Parliament contains a number of provisions for which TFS has been advocating, including a special governance regime tailored to general-purpose AI systems. Collectively, these operationalize safety, fairness, accountability, and transparency in the development and deployment of AI systems.
